Context
After initiating seven Investment Prospectus (IP) processes between 2018 and 2020 with the aim of identifying clear opportunities for collaborative action and investment by SAFIN partners across different regions and value chains, the SAFIN Steering committee decided to suspend further work on this workstream in December 2020.
Challenge
Due to limited success of the IPs in producing concrete investment outcomes, the tool was eventually terminated with the support of the SAFIN Steering Committee in December 2020. Indeed, out of seven IPs processes launched, two were abandoned after the scoping analysis stage, five were ultimately published, but only three led to the implementation of specific activities that built on the IP’s recommendations.
Solution
In September 2022, SAFIN commissioned a study to assess why the IPF did not lead to the expected outcomes in terms of co-creation, collaboration, or co-investment; and whether design changes could have led to a different outcome. Lessons learned were identified and a revised approach was developed that is likely to be more successful at supporting SAFIN partners towards innovative transformation of the food and agriculture ecosystem through increased access to finance for agri-SMEs.
